What causes “washer won't spin”?

Front-loaders usually fail at the door latch — if the lock doesn't confirm closure to the control board, the motor never engages. Top-loaders most often break at the lid switch, drive belt, or motor coupling. A clogged drain pump leaving water in the drum also prevents spin.
